Senator Robert Menendez (D-NJ) introduced a section of the President’s proposed American Jobs Act early this week and the full text is now available online. Key provisions of The Teachers and First Responders Back to Work Act (S 1723) include $30 billion to create or protect nearly 400,000 education jobs and $5 billion to hire, rehire and retain police and firefighters. In order to qualify for the education funding, governors would need to commit to maintenance of effort for two fiscal years. To offset the bill, a 0.5 percent surtax would be imposed on millionaires. The Senate hopes to take up this legislation later tonight or tomorrow before next week’s Senate recess.
